Replacement of the 14th Street Viaduct over Conrail and Local Streets

Project Overview:

This project involves the replacement of the existing 14th Street Viaduct, located in the City of Hoboken, NJ. The existing viaduct is a 31 span structure 1,460 feet in length. Built in 1908, the existing viaduct is  non-redundant, structurally deficient and functionally obsolete. Hudson County has identified the need to correct these deficiencies and provide a safe, reliable crossing meeting current traffic demands and design standards.  TranSystems performed an extensive scoping program to determine the optimum solution to address these issues and to prepare the environmental document to secure federal funding.

The proposed replacement will consist of an eight span 1177 foot long structure consisting of multi-steel girders. The lower portions of the existing viaduct will be replaced with a retained earth section. Maintaining vehicular and pedestrian traffic throughout construction is essential therefore construction activities will be staged. Because the existing viaduct is non-redundant an extensive system of temporary supports will be necessary during the staged construction. The project addressed functional issues by extensive improvements to the intersections located at both ends of the viaduct.

The project area has seen a tremendous resurgence in the last decade and has been transformed from a blighted area to a vibrant residential area. Due to this growth, the project will provide passive and active public amenities below the viaduct.

Advertisement for this project was conducted in three newspapers, the Jersey Journal, Trenton Times and the Star Ledger, once a week for three (3) consecutive weeks (February 8th, February 15th, and February 22nd). The bid opening date was extended to March 31, 2011. The work as a whole can be considered standard construction and is typical of the type that could be performed by any qualified contractors experienced in bridge and roadway construction.  Contractor prequalification was considered as a necessary requirement to prospective bidders.  All bid proposal packages contained the Anti-Collusion Statement and the State and Federal documents required by the NJDOT and the State of New Jersey for placing the contract to bid.  The supplementary specifications, the contract for the work and the latest NJDOT Specifications for Road and Bridge Construction are applicable to this contract. 

Eight (8) bids were received from bidders located an average distance of 36 miles surrounding the project. J. H. Reid General Contractor located at 3230 Hamilton Boulevard, South Plainfield, NJ submitted the lowest responsible bid of $47,565, 000.00 and was awarded the contract. Construction duration is estimated at 2 1/2 years beginning in August 1, 2011.

14th Street and the viaduct are critical links in the local transportation system. Consequently, 14th Street from Park Avenue to Willow Avenue and the viaduct continuing from Willow Avenue to Manhattan Avenue will remain open to vehicular traffic and pedestrian traffic throughout the construction duration. 14th Street’s two marginal roads (running parallel with 14th Street along the base of the viaduct) will be closed from Willow Avenue to Madison Avenue for the construction duration. Madison, Jefferson, Adams, and Grand (cross streets) will be open to through traffic. Temporary closure of a cross street for a brief duration can be expected when essential – such as when setting structural steel into place. Clinton Street will be permanently closed at the viaduct; however, access on Clinton, up to 14th Street’s two marginal roads will be available to the local traffic.

Construction will be accomplished in several phases: 1) Site preparation including mobilization, utility relocations and installations of temporary supports, 2) Demolition and construction of the south side of viaduct, 3) Demolition and construction of the north side of viaduct 4) Streetscaping.
